Procedure

 

BALLOT VERIFICATION AND COUNTING
Carole Sirovich, Chair of Senate Nominations & Elections Committee, supervised the procedure on the following occassions:

BALLOT VERIFICATION AND TALLY PROCEDURE

The procedure was designed to accept as many ballots as possbile to permit the largest effective turnout. The keys were to assure voter eligibility, verifiability and confidentiality. All ballots permitting the criteria were accepted.

I.  If instructions were followed, i.e., if the outer envelope was signed, the name legibly printed, the inner left blank, the ballot properly marked (correct school, status, and number of seats) and received by due date:  One teller recorded the voter, checked his/her eligibility and opened the outer envelope.  The inner envelope was passed to Sirovich who delivered it to another teller to record the vote.

II.  If instructions were not followed, i.e.,

A.  If the envelope containing the ballot was signed and the name legibly printed, the envelopes were first sorted according to academic category. The first teller opened the envelope and removed, but did not look at the ballot, the ballot was then passed to Sirovich who passed it to another teller to tally vote.

[There were a total of 9 ballots in this category: 3 from A&D PT, 3 from Arch PT, 2 from Other Sch PT and 1 from Other Sch FT.]

B.  If the envelope containing the ballot was signed but the name could not be deciphered: Ballot was considered invalid.

C.  If both envelopes were unsigned:  Ballot was considered invalid.

D.  If ballot was incorrectly marked, i.e. voter voted in wrong school, or for wrong status, or for more than the allowable number of candidates: Ballot was considered invalid.

 

E. If ballot was postmarked later than April 15, 2004 and/or was received later than April 21, 2004: Ballot was considered invalid.


 

There are a total of 53 Invalid Ballots, as follows:

28 Invalid Ballots “Unidentifiable”, as described in categories II B, II C.  These Ballots are recorded in the election database INVALID UNIDENTIFIABLE, and remain unopened in the Senate Archives, ISC 109.

 

23 Invalid Ballots “Incorrectly Marked”, as described in category II D.  These Ballots are recorded in the election database as INVALID INCORRECTLY MARKED, and remain in the Senate Archives, ISC 109.

 

2 Invalid Ballots, “Late”, as described in category II E. These Ballots are recorded in the election database as INVALID LATE, and remain unopened in the Senate Archives, ISC 109.

 

All original Ballots and signed envelopes are filed in the Senate Archives, ISC 109.


 

EXTENSION of ORIGINAL DEADLINE

The original deadline of Monday, April 12 was extended, upon notice to the Announcement listserv, to Thursday, April 15 because there was no mail pick-up and delivery on Good Friday, April 9; and religious holidays, April 12 and 13, were observed by some of the constituents.
