The City of Pilot Rock did not know where to turn. A series of downtown fires left this little Eastern Oregon city fearful that their civic core was simply going to disappear. The city worked with other providers such as Rural Development Initiatives, Inc., but RDI was unable to provide a pathway that would pull their small Northwest community out of its downward spiral. That is when the City of Pilot Rock contacted and hired PARC who provided an overall economic development strategy and a specific strategic plan for improving the downtown core. Today Pilot Rock is moving forward on many fronts. PARC continues to work the City of Pilot Rock to implement specific elements of the community plan. The downtown is soon to be home to a new civic center complete with library, community center and city hall. Thanks to PARC, Pilot Rock is rediscovering their pioneer spirit. It is this spirit that made Pilot Rock a hub of economic activity in the past and will ensure that it flourish as a vital community center in the future.
