The Confederated Tribes of the Umatilla Indian Reservation made PARC a part of their team in 1995 when PARC developed a business plan and feasibility for the Tribes’ solid waste program. PARC also completed a feasibility and business plan for the Mission Market, conducted an Ambulance Feasibility Study and completed a housing needs assessment for the Tribes. Today the Tribes have several state-of-the-art facilities, which include the Mission Market, the Tribal Ambulance Services, new housing projects, and a waste handling facility known as TERF, or Tribal Environmental Recovery Facility.
