Call to Order
James Haage called the meeting to order at 10:15 a.m.

Old Business
            Minutes from the Hearing Authority’s last meeting were reviewed. Gary Manning moved that we accept the minutes as written. James Haage seconded the motion and the minutes were approved.
 
New Business
            Modifications of Title 18, Chapter 2 of the Goodlettsville Municipal Code on Sewer Use Regulations were discussed. Jack Tompkins discussed the proposed changes to the existing Sewer Use Ordinance that would be presented to the City Commission for their approval at a future meeting. The Goodlettsville Hearing Authority will be responsible for making changes to the proposed changes or submit the changes as is to the City Commission. Most of the changes come from Metro Nashville who provides treatment for our wastewater through the Dry Creek wastewater treatment plant facility. 
 
            There are requirements on having grease controls in place to protect the sewer lines and the processing equipment. The City of Goodlettsville will enforce the same criteria as Metro in order to prevent negative impacts at the Dry Creek treatment facility. These changes are written to help protect the plant itself as well as the existing sewer lines.   Should grease build up in sewer lines, they may clog, discontinue flowing and therefore result in sewage overflowing onto the ground, so there are additional provisions in here that control fats, oil, and grease (FOG) discharges. Restaurants need to remove as much of the grease as possible prior to discharging into our system.
 
Gary asked if each restaurant has grease trap equipment installed. Jay Leeman stated most  restaurants within the City of Goodlettsville have grease trap equipment installed and that 98-99%+ of these facilities remain in compliance with the current laws. Jay discussed different types of grease traps and gave examples. If the equipment is installed and properly maintained, there should not be a grease control problem. Jim Thomas asked if we have a regulatory system in place to inspect and a fee structure established. Jack stated in the current ordinance, we can regulate (and do) what is placed into the sewer system but the modifications that are being proposed make the enforcement even stronger and match what Metro is doing in terms of their grease enforcement.
 
Jim stated there are references from the EPA in the ordinance and these are requirements being passed down from the EPA to the State, then on to local government. Jack advised the pretreatment program is an EPA program which in turn the State enforces which then Metro enforces and on down the line. Jim then stated by the City of Goodlettsville not adopting these amendments would in turn make the City of Goodlettsville not be in compliance with Federal law. 
 
Gary asked if there was a time frame in place for an establishment to come into compliance. Jay stated the EPA requires the City of Goodlettsville be in compliance with its FOG program by June 2008.   If an establishment is not in compliance, there are steps in place in the original ordinance which provide for various enforcement mechanisms including issuances establishing deadlines, Notices of Violation, Compliance Orders, and fines. The City of Goodlettsville has the authority to fine a violator up to $10,000/day for each violation. By adding the additional wording on the grease issues into the ordinance, we can utilize the enforcement mechanisms that are already in place for grease violations.   
 
Gary motioned to accept the proposed changes to present to the City Commission. James seconded the motion. An ordinance modification will need to go through two readings and will also need a public hearing. The notice needs to be included in the local paper. Gary suggested he would bring this up at the next Commission meeting under the Commissioner Comments portion to advise the other Commissioners and give ample opportunity to publicize this.
 
James asked the Board to vote on taking the proposed changes to Title 18, Chapter 2 of the Goodlettsville Municipal Code on Sewer Use Regulations to the City Commission. The vote was unanimous to proceed forward.
 
The next Goodlettsville Hearing Authority meeting date was tentatively set for Monday, July 7, 2008.

There being no further business, Gary Manning made a motion to adjourn. Johnny Childers seconded the motion. The meeting adjourned at 10:37 a.m.
