For more than three decades, the citizens of Rockaway Beach, Oregon, dreamt of having a community meeting space. In 1960, the City Council elected not to make repairs to the existing city hall as it would be torn down in the near future. In 1997, the City hired PARC to devise a capitalization strategy and to assist the city in securing resources to build a new multi-purpose facility. The building, which houses the city hall, a county health clinic and a community meeting space has transformed Rockaway Beach by stimulating a much-needed revitalization of this small coastal community located on the Oregon Coastal Highway 101.
