La Grande, Oregon was in need of a new library and a new fire station, but had limited resources to allocate towards these important civic improvements. The City of La Grande hired PARC to develop a financial strategy and a plan to capitalize both projects. Today, the people of La Grande enjoy both a new emergency services center and public library thanks to PARC’s efforts and the City of La Grande’s determination.
