A review of actions taken by Kentucky stewards in 2019 shows that before the Kentucky Derby, they imposed three jockey suspensions totaling nine days. Luis Saez was the fourth jockey suspended by stewards this year, and he received 15 days.
The Courier-Journal has reported the stewards will not suspend any other jockeys who rode in Derby 145.
Here's a rundown of the four suspensions.
Julie Burke - 3 days - TP, Race 7, Dec. 31, 2018. Mount was disqualified. Suspension was entered three days after the race.
Stewards declared an inquiry, and there was a jockey objection. Stewards found Burke engaged in "careless riding".
Stewards reversed the order of finish of the first and second-place finishers. A review of video shows that the winner herded out the second place finisher in the final 50 yards of the race. After this started, the winning jockey initially used a right-handed whip to try to correct the course of her mount, but then, in tight quarters where she could not use her whip, she didn't take other measures to try to correct the course of her mount.

Jean CarIos Caisamo - 3 days - TP, Race 1, Jan. 1, 2019. Mount was disqualified. Suspension was entered three days after the race.
Stewards declared an inquiry, and there was a jockey objection. Stewards found Caisamo engaged in "careless riding".
Stewards reversed the order of finish of the second- and third-place finishers. A review of video shows that the second finisher bore out sharply leaving the turn and ran that way for about eigth strides before his jockey took corrective action. Two horses were affected. The first horse affected was to the immediate outside of the offending horse and won the race. The second horse affected was widest of the three and finished third.

Tyler Gaffalione - 3 days - KEE, Race 10, April 20, 2019. Mount was not disqualifed. Suspension was entered five days after the race.
According to the Equibase chart, stewards didn't conduct an inquiry, and no objection was lodged. Stewards found Gaffalione engaged in "careless riding".
A review of video shows that Gaffalione's horse led into the stretch. During the stretch run, a horse ran up the rail to his inside and was knocked into the rail by Gaffalione's horse. The affected horse outfinished Gafffalione's mount.
Luis Saez - 15 days - CD, Race 12, May 4, 2019. Mount was disqualified. Suspension was entered eight days after the race.
In contrast to the language used as a basis for suspension in the other cases, stewards found Saez engaged in a "failure to controI his mount and make the proper effort to maintain a straight course."
